弗拉基米尔州位于俄罗斯欧洲部分的中心，是俄罗斯联邦中央联邦区的组成部分，全州面积2.9万平方公里，人口约150万，首府弗拉基米尔市。该州是俄罗斯欧洲部分工业最发达的州之一,19世纪时期曾是纺织业中心之一，全俄罗斯31%的棉纺织品来自该州。自然资源丰富，森林覆盖率为42%，有上百条大小河流流经州境，粘土矿、石英矿、泥炭矿等矿产资源富饶。弗州是俄罗斯的旅游中心之一，有著名的梅晓拉国家公园，还有独一无二的名胜古迹，基础设施发达，每年吸引一百多万国内外游客，居俄罗斯前列。弗州有6个全国性和国际性的科研机构分部，弗拉基米尔公立大学和科夫罗夫工学院代表着该地区大学的科研水平。

　　云南省与弗拉基米尔州于2013年9月27日签署了经贸、科技和人文领域的合作协议。云南行政学院与俄罗斯国家行政学院弗拉基米尔州分院开展了形式多样的合作。两校就公务员培训工作总结与经验创新进行理论研讨；就“区域经济发展及公共政策理论创新”进行理论研讨并共同出版论文集；在昆明共同举办了“中俄政府绩效评估国际理论研讨会”并出版论文集；在弗州共同举办了“政府危机管理比较研究理论研讨会”。

Vladimir Oblast, Russia

Located in the center of the European part of Russia, Vladimir Oblast is part of the Central Federal District of the Russian Federation, with an area of ​29,000 km2 and a population of about 1.5 million. Its capital city is Vladimir City. Vladimir Oblast has been one of the most industrialized oblasts in Russia’s European part. It used to be a textile center in the 19th century, producing 31% of Russia’s cotton products. Vladimir Oblast boasts abundant natural resources, with a forest coverage rate of 42%, hundreds of rivers and rich mineral deposits including clay minerals, quartz, peat and more.

Vladimir Oblast is one of Russia’s most popular tourist destinations. Its famous Meshchera National Park, unique attractions and well-developed infrastructure attract more than one million domestic and foreign visitors every year. Vladimir Oblast has six divisions of national and international research institutions, among which Kovrov Institute and Vladimir University represents the highest scientific research capacity in the region.

On September 27, 2013, Yunnan Province and Vladimir Oblast signed an agreement on bilateral economic, scientific and cultural cooperation. Yunnan Administration College and the National School of Administration of Russia Vladimir Branch have carried out various forms of cooperation. The two sides made a research on the innovation of civil servants training, launched a study and compiled a paper collection on regional economic development and public policy theory innovation, jointly held the International Seminar on Sino-Russian Government Performance Evaluation in Kunming, and co-hosted the Seminar on Comparative Study of Government Crisis Management in Vladimir.
